Albania

Regarding Article 2, paragraph 1 (b) of the Convention, the Republic of Albania declares
that it defines the term "dependants" in conformity with the Albanian legislation
as meaning "under age children, the spouse, disabled parents, who were entirely or
partly dependent on the deceased person, as well as persons who lived in the family
of the deceased person and were entitled to receive maintenance payments from such
person".
According to Article 18, paragraph 1, of the Convention, the Republic of Albania
reserves the right to declare that the central authority, designated under Article
12, may refuse a request for assistance made by another Contracting State, if such
request is not made in the Albanian language or in the English language or in the
French language or if it is not accompanied by a translation into one of the official
languages of the Council of Europe.
In accordance with Article 12 of the Convention, the Republic of Albania declares
that the Ministry of Justice is the Central Authority.
Austria

In accordance with Article 18 of the Convention, Austria declares that the Convention
shall be applicable for persons who are not citizens of the European Union or of States
Parties to the Agreement on the European Economic Area only if the crime against them
was committed after 30 June 2005 in Austria or on board of an Austrian ship or aircraft,
wherever it is situated, and if they stayed lawfully there at the time when the crime
occurred.
Pursuant to Article 12 of the Convention, the Republic of Austria designates the Federal
Office for Social Affairs as the central authority.

If the European Convention on the Compensation of Victims of Violent Crimes were to
be extended by the United Kingdom to Gibraltar, the Kingdom of Spain would like to
make the following declaration:
1. Gibraltar is a non-autonomous territory for the international relations of which
the United Kingdom is responsible and which is subject to a decolonisation process
in accordance with the relevant decisions and resolutions of the General Assembly
of the United Nations.
2. The authorities of Gibraltar have a local character and exercise exclusively internal
competences which have their origin and their foundation in the distribution and attribution
of competences performed by the United Kingdom, in compliance with its internal legislation,
in its capacity as sovereign State on which the mentioned non-autonomous territory
depends.
3. As a result, the eventual participation of the Gibraltarian authorities in the
application of this Convention will be understood as carried out exclusively as part
of the internal competences of Gibraltar, and it cannot be considered to produce a
change in relation with what was established in the two previous paragraphs.
