The Government of the French Republic interprets Article 15 of the Intergovernmental Agreement concerning Cooperation on the Civil International Space Station, and in particular paragraphs 2 and 4 thereof, to mean that its participation, as a European Partner State, in common systems operations costs and activities may not exceed the amount determined by its national budgetary procedure.

For the purposes of intellectual property protection pursuant to paragraph 2 of article 21, any activity performed within or on a flight element of the space station that concern elements deposited by ESA are to be considered as having been performed on Italian Territory.
