Bulgaria

I. Pursuant to article 4, paragraph 5 of the Convention, the Republic of Bulgaria,
as a State of residence, declares that it will apply the procedures laid down in article
4, paragraph 1 (a).
II. Pursuant to article 6, paragraph 3 of the Convention, the Republic of Bulgaria
declares that it will always apply article 6, paragraph 2 in full.
III. Pursuant to article 7, paragraph 2 of the Convention, the Republic of Bulgaria
indicates that it designates for the purposes of article 7, paragraph 1:
a.as the central authority, the Road Traffic Police structural unit of the Chief Directorate
for Combating Crime, Protection of Public Order and Crime Prevention of the Ministry
of the Interior;
b. as the competent authority responsible for submitting the notification referred
to in article 3, the Road Traffic Police structural unit of the Chief Directorate
for Combating Crime, Protection of Public Order and Crime Prevention of the Ministry
of the Interior;
IV. Pursuant to article 9, paragraph 2 of the Convention, the Republic of Bulgaria
declares that the documents referred to in article 9, paragraph 1 forwarded to it
by the State of the offence must be accompanied by a translation into the Bulgarian
language.
V. Pursuant to article 14, paragraph 2 of the Convention, the Republic of Bulgaria
declares that it accepts the jurisdiction of the Court of Justice of the European
Communities over the cases described in article 14, paragraph 3 (a).
Cyprus

Pursuant to Article 14(2) : Cyprus declares that it accepts the jurisdiction of the
Court of Justice of the European Communities to give preliminary rulings on the interpretation
of this Convention.
Pursuant to Article 14(3) : Cyprus declares that any court or tribunal of the Republic
of Cyprus against whose decisions there is no judicial remedy under national law may
request the Court of Justice to give a preliminary ruling on a question raised in
a case pending before it and concerning the interpretation of this Convention if that
court or tribunal considers that a decision on the question is necessary to enable
it to give a judgment.
Ireland

(i) Ireland shall apply, in its capacity as a State of residence, the procedure described in paragraph 1(a) of Article 4 of the Convention ; (ii) Ireland shall always apply paragraph 2(b) of Article 6 of the Convention but shall not apply paragraphs 2(a) or 2(c) of the Article ; (iii) Ireland will not apply paragraph 3 of Article 6 of the Convention, at present ; (iv) the central authority and the competent authority for Ireland is the Road Safety Authority, Moy Valley Business Park, Primrose Hill, Dublin Road, Ballina, County Mayo; (v) the documents referred to in paragraph 1 of Article 9 of the Convention must be accompanied by a translation into English ; and (vi) in accordance with Article 15(4) of the Convention, Ireland shall apply the Convention, except Article 14, to its relations with Member States that have made the same declaration and which have agreed suitable working arrangements for the implementation of the Convention.

Spain

Re Article 4: "Spain states that as State of residence, it will normally apply the direct execution procedure (Article 4(1)(a)); however, it may apply the indirect execution procedure (Article 4(1)(b)) in cases where the duration of the disqualification from driving imposed by the State of the offence exceeds the maximum period laid down for the offence in question in Spanish law." Re Article 6: "Spain states that it will apply subparagraphs (a) and (c) of Article 6(2)." Re Article 7(2): "Spain designates as its central authority and competent authority the Directorate-General for Transport, which will forward the decision to the administrative or to the judicial authorities, depending on the nature of the measure." Re Article 9(2): "Spain states that it will require a translation into Spanish, French or English to be added to the documents referred to in paragraph 1 of this Article." Re Article 14: Spain states that it accepts the jurisdiction of the Court of Justice of the European Communities to give preliminary rulings according to the procedures laid down in Article 14 (3) (a).
United Kingdom

(i) the United Kingdom shall apply, in its capacity as a State of residence, the procedure described in paragraph 1(a) of Article 4 of the Convention ; (ii) the United Kingdom shall always apply paragraph 2(b) of Article 6 of the Convention but shall not apply paragraphs 2(a) or 2(c) of the Article ; (iii) the United Kingdom will not apply paragraph 3 of Article 6 of the Convention, at present ; (iv) the central authority and the competent authority for the United Kingdom is the Driver and Vehicle Licensing Agency (DVLA), Longview Road, Swansea, SA6 7JL ; (v) the documents referred to in paragraph 1 of Article 9 of the Convention must be accompanied by a translation into English ; (vi) in accordance with Article 15(4) of the Convention, the United Kingdom shall apply the Convention, except Article 14, to its relations with Member States that have made the same declaration and which have agreed suitable working arrangements for the implementation of the Convention.
