The Kingdom of the Netherlands has the honour to declare, for all of its constituent parts, with regard to Article 4, paragraph 1, of the Agreement, that as regards the Kingdom of the Netherlands, “nationals” for the purposes of the Agreement are to be understood as comprising the following two categories:
– Persons with the nationality of the Kingdom of the Netherlands;
– Foreigners integrated into the society of the Kingdom of the Netherlands in so far as they can be prosecuted within the Kingdom for the acts in respect of which extradition is requested and in so far as such foreigners are not expected to lose their right of residence in the Kingdom of the Netherlands as a result of the imposition of a penalty or measure subsequent to their extradition.

[T]he Kingdom of the Netherlands has the honour to reconfirm, for all of its constituent parts, with regard to Article 4, paragraph 1, of the Agreement, that as regards the Kingdom of the Netherlands, “nationals” for the purposes of the Agreement are to be understood as comprising the following two categories:
