In approving the Convention for the Protection and Development of the Marine Environment of the Wider Caribbean Region and its Protocol Concerning Co-operation and Development in Combating Oil Spills, the French Government declares: ‘In cases where the provisions of the current Convention and its additional Protocol may be interpreted as posing obstacles to activities that the French Government considers necessary to national defence, it will not apply those provisions to its activities. It will nonetheless ensure through the adoption of suitable measures that every possible care will be taken in the conduct of such activities to take account of the objectives of the Convention and of its additional Protocol.’

The applicable international rules and standards established by the competent international organisation referred to in articles 5 and 6 of the Convention will only be valid for the Government of Mexico in so far as this Government has accepted them either by vote or through the adoption of an international instrument on the subject.
